Terry Allen, JD, PhD, is a seasoned legal and research professional whose work has been featured in the New York University Law Review and Georgetown Law Journal. Terry is currently an Assistant Professor at USC Gould School of Law, previously taught at University of Virginia School of Law, and honorably served at the White House.

At GamblinConsults, Terry specializes in collecting and analyzing data, comparative analysis, legal analysis and compliance, and identifying best practices to support our clients. Terry leverages his expert understanding of the law, making him an invaluable asset for analyzing, conceptualizing, and socializing legislation and policy for our clients, and helping our client manage their risks. 

Terry also specializes in empirical social science methodologies, producing strong research outcomes for our clients and equipping our clients to think differently about reforming policy, practices, and laws in ways that are data-driven.

Terry received his law degree from University of California Los Angeles School of Law; his PhD in education from University of California Los Angeles; his masters in education policy from Columbia University; and his bachelors in rhetoric from University of California, Berkeley.
